(That's the case with my friends, at least.)<BR/><BR/>But, I'll suggest another reason that historians aren't flocking to SSRN: we've got so many outlets for publication, relative to other disciplines. (At least who do modern history, and modern U.S. history in particular, seem to, and even early modernists and early Americanists do OK compared to our colleagues in Philosophy, for example.) Do H-Net & HNN serve similar roles for historians so we haven't seen the need for this? <BR/><BR/>HNN & H-Net both include academic historians and "amateurs". So I'm not sure historians are looking for alternate online venues.
